Carolina is a Senior International Mobility Consultant at Panteia. She holds a bachelor’s degree in civil and environmental engineering from Los Andes University in Bogotá, Colombia, and a master's degree in Transport Systems with a focus on Public Transport from the same university. She also successfully completed the Erasmus Mundus PLANET Europe, a double degree master in European Spatial Planning, Environmental Policies and Regional Development from Radboud University in the Netherlands and Cardiff University. She is a member of the Dutch Cycling Embassy. She has over 15 years of experience in transportation planning and sustainable development, with a focus on land-use and mobility cohesion. 

Carolina has worked on the restructuring of Bogotá’s public transport system (SITP) and contributed to multiple BRT planning and implementation projects in Mexico, requiring strong stakeholder and community engagement. Her work promotes inclusive mobility approaches, paying particular attention to gender-responsive planning and accessibility for vulnerable groups. She has extensive experience in both developed and emerging economies and has supported participatory planning and implementation processes for urban mobility projects. Her expertise also includes assessing the environmental performance of urban transport systems, particularly in reducing GHG emissions and health-damaging pollutants such as PM10. Carolina has been actively involved in projects that mainstream gender and social inclusion, SUMPs, active mobility and public transport.
