Completion of Consultancy Services Kigali E-Bus Mobility Project

We are thrilled to announce the successful final presentation of consultancy services for developing a Fleet Renewal Program, including Transaction Advisory and a Detailed Design for the E-Bus Pilot Project. This presentation finalised a year of close cooperation between the City of Kigali and the consortium, which consisted of Panteia (Netherlands),  Centro Consulenze - Consulting Center srl (CSC) (Italy) and TECOS Ltd (Rwanda)

This achievement showcases the power of teamwork, innovation, and expertise in addressing global challenges and driving sustainable mobility solutions. Together, we’ve laid the foundation for a future that prioritises efficiency, sustainability, and impactful change in transportation. We developed the framework to establish an Asset Company which will acquire the E-buses for Kigali in the coming years.

Panteia had the biggest input in the project, coordinating the project with the team leader (Adriaan Roest Crollius) and the financial expert (Rob de Leeuw van Weenen). Panteia was responsible for the institutional analysis (PPP versus state company), the financial model, the environmental assessment, developing the TCO model, the regulatory analysis and the operational model for the E-buses.

This transformative project, funded by the The World Bank and led by our client, the City of Kigali, represents a significant step toward achieving cleaner and greener transportation solutions for urban mobility.
