Adriaan Roest Crollius is a senior transport consultant at Panteia specialized in institutional, legal and organizational aspects of intermodal transport. Adriaan holds a master’s degree in business from the Delft University of Technology and a master’s degree in Law and Politics from Leiden University.

 

Since he earned his master’s degree, he has gained extensive international project experience during 20+ years of working on transport consultancy projects. Adriaan has worked for many clients, including the European Commission, World Bank, EBRD, EIB, and Dutch Ministry of Transport, EuropeAid, RVO, GTZ, and OECD. He has worked in all European countries, the CIS countries, the Middle East and Africa.

 

Adriaan is mostly involved in developing transport policy and translating this policy into institutional and legal frameworks. He has considerable experience in analyzing institutional relations between the different government institutions, developing transport strategies, drafting concession contracts between authorities and operators and benchmarking transport policy between countries. In the last years, he was involved in transposing the 4th railway package in Bosnia, acting as the legal expert for the transport strategy for Serbia, preparing the legal gap analysis for the Albanian railways in TAC, acting as the key legal expert for the WB in the Western Balkan transport investment project and involved in drafting legal opinions for the EC to member states on not implementing the EU railway legislation.
