NEA-index for 2025 1.5%
On behalf of Sociaal Fonds Mobiliteit (the Social Mobility Fund), Panteia annually compiles the NEA-index, a cost development tool that provides insights into the latest average cost trends for healthcare transport and taxi transport. The index for 2025 was recently published, with the NEA-index set at 1.5%.
This 1.5% rate includes the recently agreed wage increase of 5% as of 1 January 2025. The index figure is largely due to a correction regarding 2024; while cost increases for fuel, gas, and electricity had been anticipated, these costs actually decreased. Additionally, labour costs were lower than expected in the second half of 2024, leading to a 2.8% adjustment for the 2025 index.
The cost developments are based on established facts, such as the Collective Labour Agreement for Healthcare and Taxi Transport, and forecasts from the Netherlands Bureau for Economic Policy Analysis (CPB). The calculation does not account for cost increases due to rising congestion. Future cost trends that remain uncertain have also not been included in the estimates. Since the study addresses average costs, cost developments may vary per taxi company.
