Panteia contributes to Eurofound report on online workplace bullying

Recently, Eurofound published the report "Workplace Bullying, Harassment, and Cyberbullying: Are Regulations and Policies Fit for Purpose?". Panteia contributed to this report by providing data for the Netherlands.

Along with many benefits, digitalisation has brought forms of antisocial behavior, such as cyberbullying and online harassment. The report looks at national regulatory instruments meant to counteract such behaviours at work. In many European member states, there is no separate regulation for online abuse. In some countries, existing legislation was amended to include it. The report also explores empirical evidence around this issue, as well as national level policy debates.

The Netherlands recognizes workplace bullying as a psychosocial risk under its Working Conditions Act, but cyberbullying is not explicitly addressed. Dutch legislation highlights that bullying often originates from structural, intimidating behaviours within the workplace, making it essential to strengthen regulatory frameworks to tackle both in-person and online bullying.

The report can be found here. We’re excited to see how it will influence policy changes across Europe, including the Netherlands, to ensure safer and more inclusive work environments.

"The rise of digital communication has blurred the boundaries of traditional workplaces, making it essential to adapt our policies to address the evolving forms of workplace harassment." - Thomas de Winter, researcher
