Panteia contributes to the European Commission's new Culture Compass
The European Commission has launched its new Culture Compass, a strategic framework that places culture more firmly at the centre of EU policy-making. The initiative sets out a long-term vision for strengthening cultural rights, improving working conditions for artists and cultural professionals, supporting digital and green transitions, and reinforcing the role of culture in Europe’s cohesion, competitiveness and international relations.

As coordinator of the European Expert Network on Culture (EENC), Panteia contributed to the evidence base informing the Compass through targeted consultation work with stakeholders across Europe. Our input is reflected in the Commission Staff Working Document summarising the consultation activities, available here:

The Culture Compass marks an important step forward for the cultural and creative sectors, providing a clearer strategic direction and stronger recognition of culture’s role in Europe’s social, economic and democratic development. Panteia and the EENC look forward to supporting the next stages, including evidence gathering, policy monitoring and continued engagement with the sector.
“Developing the Culture Compass has been a genuinely collaborative effort, shaped by the insights of cultural organisations, practitioners, and policymakers across Europe. Through the Culture Compass stakeholder consultation led by Panteia on behalf of the European Expert Network on Culture, we ensured that these voices were heard and translated into actionable evidence. The result is a strategic tool that will support stronger, more sustainable cultural policies in the years ahead.” – Martin Clarke, Panteia
