Ton Kwaak (born 1955) studied economics at Erasmus University Rotterdam, specializing in mathematical methods of economic analysis. His main activities at Panteia involve the development and maintenance of harmonized databases and information systems on a wide range of economic topics, including the design of large-scale surveys. Examples of the former include information systems on the size and structure of businesses in the Netherlands, other EU member states and partner countries, as well as some non-European countries (Dubai, Morocco, South Africa). Examples of the latter include:

- The implementation of the Survey to the Access to Finance of Enterprises (SAFE; European Commission and ECB), where Ton acts as project leader
- Contribution to a survey in 37 countries as part of the project ‘Do SMEs Create More and Better Jobs’ for the European Commission
- Contributions to a survey in 33 countries on the internationalisation of European SMEs

Ton also led the development of the Consumer Price Index for Dubai. Additionally, he is involved in the creation and use of econometric models, both macroeconomic national models (including sectoral, size-class, and regional detail) and international models. One example is the PRISMA model, which is used for medium-term analysis of the Dutch economy, with simultaneous detailed business information by sector and size class. Other examples include models for South Africa, the Czech Republic, and the United Arab Emirates.

Ton works on projects as a senior expert and/or project leader. He is a member of the Koninklijke Vereniging voor Staathuishoudkunde and the Erasmus Alumni Association.
