NEA-index 2027: Cost developments in healthcare and taxi transport
Panteia has been monitoring cost developments in the taxi sector since the 1960s. The latest NEA-index, commissioned by Sociaal Fonds Mobiliteit, was published in October and provides an overview of the average cost developments in healthcare and taxi transport for 2027. It includes, among other things, an overview of actual cost developments (the final calculation) and an outlook for the coming year (the forecast).
NEA-index for 2027 set at 6%
The NEA-index for 2027 has been set at 6%. This figure takes into account, the 3.5% increase in CLA (collective labour agreement) wages as of 1 January 2027, an additional day of leave and a 1% wage margin for the introduction of allowances as of 1 July 2027.
Energy prices also play a role. The 2026 forecast assumed a decrease in the costs of fuel, gas and electricity. In reality, these prices increased significantly. As a result, an additional 2% has been added to the 2027 forecast.
New Cost Shares and Zero-Emission Vehicles
In addition to the general cost developments, a large-scale reassessment study was carried out in 2026 to calculate the new cost shares that form the basis of the NEA-index for 2027. The transition to zero-emission vehicles has also been taken into account in the cost developments.
The NEA-index reflects the average cost developments across the sector. Actual costs may vary from one transport company to another.
